This is a joke people. And a reference to The Simpsons. I know who both Cesar Chavez and Cesar Romero are. I am a Californian and a film archivist. Bios on both Cesars are on the tip of my brain.
Who thought that the guy in the blue sequined jacket (that would be me) would come across as too subtle?
See, there is also a link under the ironic caption asking if you are "confused?" That link takes you to the Wikipedia entry for the episode of The Simpsons in which Homer is aided by the spirit of Cesar Chavez. When Homer asks "Why do you look like Cesar Romero?", the spirit answers angrily, "Because you do not know what Cesar Chavez looks like!!"
And for those of you not in San Francisco, Army Street was renamed several years back to become Cesar Chavez. The street signs were changed to read "Cesar Chavez (Army Street)."
